Signed and paid: what these numbers mean
Signed means an agency promised money on a contract. Every total on this page is signed money, for contracts only: purchase orders, delivery orders, BPA calls, and definitive contracts.
Paid means the agency actually sent the money. Reporting payments on all contracts became mandatory in October 2021. Many agencies, including Defense and Veterans Affairs, match few contracts to their financial records. A match does not guarantee a payment is reported. We show paid amounts only on single contracts where the records are reliable.
Signed money counts toward the agency that signed the contract. GSA and VA buy for other agencies, so their totals include work other agencies paid for.
Records arrive late. Most agencies report within about five days. Defense and Army Corps of Engineers records lag about 90 days, so the latest year looks smaller than it will.
The small-business figures use USAspending's small business category, which includes firms' own size claims in SAM.gov.
